I write about no one really having to vote, because one of my landlords told me that NO she was not going to vote at all. The issue was whether a "change" in leadership would help the poor or continue in the monarchist elite tradition. She didn't have to vote because everything was being taken care of for her, for her participation in allowing people to mutilate my body and poison me into paralysis and a huge deformed shape. She was in the process of having a row of little houses built for rent immediately after I moved in the construction on the same property began as I was paralyzed and unable to move--. Pounding, construction surrounded me for the next 10 months every day of the week, all day (the place I had left, as soon as I moved in, buildings within 50 yards of my little house began, drilling into steel and cement began across the street, and behind the little house, other little houses were being built. All simultaneously.

The landlords never need to vote. They have no interest in politics. They intimate that THEY don't have to vote like all the other dumb poor losers out there because they are being paid a lot to torture and participate in SS Stasi surveillance and mutilation rape and poisoning hate attacks. 

The more others around them see how much the terrorists get, the more the "losers" join in. The government has gone back to being a Monarchist organization with an "elite" in the major, central city. The poor rush to tourist areas to sell their bodies to either clean, serve or obey and prostitute themselves for almost free, loving their exploiters completely.
